UK Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

Based on a latest survey of local authorities, UK councils are preparing to offload social clubs, sports centres, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Growing Financial Pressures Drive Asset Sales

A coalition of councils representing major urban areas in England reported that 60% of councils are planning to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have previously come under fire for selling public land and open spaces to support their budgets, but they argue they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a significant number of councils seeking to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would focus on service redesigns and using financial reserves to weather growing fiscal pressures.”

Detailed Cases of Proposed Sales

One local authority in southeast England said its property management strategy included the disposal of a shopping centre in Rainham and a social club in Rochester to generate £20m over five years.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Local Levy Increases and Wider Fiscal Strains

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will have to increase council taxes next April to cover the growing cost of core provisions, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council explained it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these take time to achieve both improved services and financial savings,” said Vince Maple.

He continued: “We face population challenges which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

National Patterns and Forecasts

A survey of regional authorities recently further found council budgets being stretched by the growing number of young people and adults needing Send support.

A network of councils said that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to manage increased demand.

Government officials have put off scheduled changes to the Send system until the coming year after a white paper setting out those reforms has been postponed.

Disadvantage and Funding Gaps

According to the most recent deprivation measures (IMD) covering English councils, several participating urban areas were included in the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the latest deprivation indices,” noted the report.

“While only a single urban area is in the top 10 for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of England. The data underscores the extent of challenges confronting local leaders across key cities in the next twelve months,” the analysis added.

“Council officials have been explicit about the need for a fair and sustainable funding system that reflects and addresses the real levels of disadvantage and demand,” said Michael Mordey.

“Lacking this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened social care provision in the past 12 months, the study found.
